Introduction
Like cockroaches, new and insidiousterror cells are multiplying on the ground and in cyber space, swellingtheir ranks with haters of the Free World, and gaining the admirationand sponsorship of rogue Middle East nations. They are clearly capable of planning multiple operations at the same time, in part, because terror cells are trained to operate independently of each other.
Terrorism
Terrorism is the perverse celebration of ultimate sadism. Terrorism has redefined the economies of the world, as untold trillions have been lost in revenues and/or spent on defensive measures. The intelligence assessment says increased counterterrorism efforts worldwide over the past five years have curtailed Al Qaeda's ability to attack the United States, but have increased the terror group's desire to hit the homeland. Attacks

Cells
Cells of politically motivated operatives have disrupted everyday life, intruding and forcing their parochial feuds upon the unwilling attention of everybody else. Experts familiar with the methods adopted by al-Qaeda-linked Islamic terrorist networks are concerned that police and the intelligence services are no closer to discovering who is organising the cells than they were before the first attack. Intelligence
One of the chief criticisms of the 9/11 failure was that we used too much technical intelligence and not enough human intelligence. We could have stopped the 9/11 terrorists a couple of times, had we simply allowed our intelligence people and crime investigators to cooperate. There have been several distinguished Americans who have suggested we establish a domestic intelligence office, somewhat like Britain's MI5, which is not a law enforcement agency like the FBI, or, for that matter, Scotland Yard. But I think we have to do something to expand our intelligence collection from just people that we capture overseas and these terrorist cells abroad and electronic intercepts. Diplomacy is also a necessary tool as is covert intelligence, an effective information campaign in getting our message campaign (something which we have admittedly been very poor at doing), and also the use of forms of ’soft’ aid such as infrastructural improvements, medical and educational assistance, etc.
Threat
I don't intend to live under Sharia in my lifetime and as our liberty is threatened I must advise our good citizens that we must struggle with these forces of evil that lurk among us. Subsequent plots uncovered since 9/11, not to mention the various dry runs that have occurred, demonstrate that there is no shortage of domestic threats.
Islam
Islamic terrorists are among us and they seek to overthrow our governments while radically changing our way of life. A common factor in all these groups is the use of terror for the attainment of their goal of the overthrow of what they perceive to be ?heretic? regimes and the establishment of an Islamist regime in such countries. Al Qaeda is vehemently anti-Western, with the United States of America perceived as an enemy of Islam. The greatest victory of the Islamists has been to inspire the western democracies to abandon many of the civil liberties that set them apart from fundamentalist states in the first place. Too many of us still believe that if we make nice to the islamic fundamentalists who oppose us, we can then live together in peace and harmony. CAIR has repeatedly attacked the prosecutions of Islamic terrorists arrested and/or convicted since 9-11 and has attacked the government?s freezing of Islamic terrorist fronts as part of a ?war against Islam? by the United States. CAIR has led protests against the deportation of radical Islamic clerics who have called for Jihad or who have been fundraisers for Hamas. Mohammed told the Muslims to fight every man until the whole world submitted to Islam.
Iran

It is public knowledge that Hezbollah receives more than $100 million a year from the Iranian regime, as well as sophisticated weapons and training. By failing to hold Iran accountable for its brazen support of Hezbollah, the free world has undermined a central pillar in the war on terror and given the Iranian regime a huge weapon for achieving its ambitions. Considering the apocalyptic fanaticism of Iran's leader, it is an open question whether the current regime in Tehran is capable of being deterred through the threat of mutually assured destruction. The possibility that the war on terror might target Syria and Iran in the future could help to curtail the support bases of terror, reducing the practical aid provided by the foreign leadership of Hamas and Islamic Jihad.
Policy
Policy of 'Containment' of their eagerness to annihilate in the name of Allah is the prime stratagem in this war of terror. Defeating terrorism is going to require the application of policy and methodology that addresses these and other factors of holistically
